For this whole pattern the starting Chain 1 is not counted as a stitch. It is just to bring the yarn to a working height.
Start the next stitch in the same stitch.

Round 1:-
Start with a Magic Circle.
Chain 1(Not Counted as a stitch)
6 Single Crochets in the Magic Circle.
Pull the yarn end to close the gap. Do not weave in this yarn end. This will be used as the clapper.
Slip stitch on top of the first Single Crochet.
Round 2:-Chain 1.
2 Single Crochets in each stitch around.
Slip stitch on top of the first Single Crochet.
12 Stitches.
Round 3:-Chain 1
1 Single Crochet in the same stitch.
2 Single Crochets in the next stitch.
Repeat(1SC, 2SC)
Slip stitch on top of the first Single Crochet.
18 Stitches.
Round 4 to Round 8:-Chain 1
1 Single Crochet in each stitch around.
Slip Stitch on top of the first Single Crochet.
While making the Slip Stitch, Change yarn color at the end of Round 8.
18 Stitches.
Round 9:-Chain 1
1 Single Crochet in each stitch around.
Slip Stitch on top of the first Single Crochet.
Change yarn color while making the Slip Stitch.
18 Stitches.
Round 10 and Round 11:-Chain 1
1 Single Crochet in each stitch around.
Slip Stitch on top of the first Single Crochet.
While making the Slip Stitch, Change yarn color at the end of Round 11.
18 Stitches.
Border:-Chain 1
1 Half Double Crochet, 1 Slip Stitch in the same stitch.
Repeat(1 HDC, 1 SL) - in the same stitch in each of the remaining stitches.
Slip stitch on top of the first Half Double Crochet and weave off.
Hanging Loop:-You can use and Decorative String or a Satin ribbon to make the hanging loop.
OR
Join the yarn at the top of the bell.
Chain 15 and 1 Single Crochet into the bottom stitch and weave off.
Clapper:-Use the decorative bead or a Bell to make the clapper.
Attach it at the bottom of the yarn end left from Round 1.
